Do we have any best practice for below (more of compliance and also from experience in projects) :
How to provide access to a external developer/“consuming party”, for consumer key and secret key for b2b and b2c projects on a below condition.
–end consumer does not have access to developer portal or developer portal is not running.
We have another internal compliance issue for internal api developers:
a. mainly- consumer keys accessible to api developer.

@Sujith Mathew , How about creating another developer portal only for external developers / consuming party with limited access to API Products & APIs ?
@Anil Sagar the issue is due to a certain reason (which actually has not much to do with Api/apigee ) it was decided not to have developer portal . So that leaves me without a choice.
I need to follow best practices in industry (and really please tell me what are the best practices for developer engagement)

taking advantage of the Developer Portal sounds like the reasonable path forward. Depending on the need you could customize flows and data on the portal.
