Our objective is to establish an ephemeral environment that can be leveraged for unit testing in a more streamlined and automated manner. We would like to understand if there are any CLI commands or Admin APIs available to automate this deployment process. Currently, deployments to the Apigee Emulator are performed manually through the “Deploy to Apigee Emulator” option in the VS Code console (as shown in the below screenshot).

I hope all is well - the methodology you noted (ie: Configure and deploy environments | Apigee | Google Cloud Documentation) is the only way current state to deploy your proxies/etc to an environment via emulator.
If you would like, I am more than happy to create a Feature Request and determine an ETA (where applicable) on the above.
