Apigee DATA migration tool issue

We were trying to migrate data from apigee 4.16.01 to apigee 4.18.01 using this tool. Only 40 % data got exported where as only 5-10 % got imported. The curl gives the response where as the tool fails to work for even proxies, products, developers, apps and keys.

Can anyone suggest what could be the reason and is there any solution to migrate all data ?

to overcome that issue, we came with one new utility which completed all the migration successfully.more here
