Add data in target table to entry table conditionally.

I have two table, 1) target table i.e. column heading month, district, targeted beneficiary, benefitted beneficiary. 2) entry table i.e. column heading month, district, beneficiary name , place. in this time I have a question..? 1st fill up the targeted table and 2nd entry table. If 1st month 1st district targated beneficiery 5, and benefited 3, so entry table chose 1st month 1st district add only 3 beneficiary name… how?
