429 errors on newly launched app

Hello!

I’m on the Google Cloud for Startups program and just launched an app that uses gemini-3-flash-preview this past weekend, but today I’m starting to see 429 errors. Based on other posts I understand that this may be caused by regional limits as opposed to my specific account quotas (and sure enough the quota view in Google Cloud doesn’t show me hitting any limits), but I’m not sure how to proceed.

As I’m on the startup program I’m not actually being billed (using program credits) so I’m not sure if I’d ever hit the tier 2 or 3 spend or how that works. I am also not able to sign up for any support plan (they’re all greyed out) so I don’t have any way to contact support to investigate my issue.

What are some next steps I can take? I have users in prod who are getting substandard experiences because of this rate limiting issue.
