My workflows are not working since about 2pm US eastern standard. Please let me know if something changed
You mean workflow with webhook?
unfortunately no, my regular workflow emails with pdf attachments. the pdf is generated in drive. but no email. in the log is says Success. starting around 2pm today

in my case, in the workflow the emails changed from dan@pbpmovers.com to danpbpmovers.com. So something else happened there
It is also conceivable that the change to Google Chime might cause your email server to route the email to a junk or spam folder.
Are you sure this is not a case with you neither?
