Why does the Generative Language API have the video extension feature for the VEO 3.1 model, while the Vertex AI API does not?

I can not use video extension feature with vertex ai api but ı can use the feature with Gemini API

Thanks a lot. I need to ask one more thing. When I look at the Vertex AI API in Quotas and System Limits, I see “Unlimited” as the value (you can confirm this from the screenshot), but I’m still getting a resource_exhausted error. What could be the reason for this?
