VM Provisioning Issue in asia-northeast1-b

I have my business website running on VM in asia-northeast1-b region. It was pretty much underutilized and I have got constant notifications, that I should resize it to save the budget. Today, finally I have decided to make downscaling operation, but to my exceptional pleasure after stopping and downsizing my VM, GCP couldn’t start it because “there are no available resources”. So, I ended up with a dead website on a stopped VM.

Before closing my account in GCP, I’m curious, is it normal expected behavior?

In most cases, the system immediately blocks access to the relevant google resource and what you are trying to perform fails. In your case, with little information it’s hard to say but it seems your quota has been exceeded.

In such cases if you have a regional quota, a resource might not be available in a specific zone. Try creating the same resource in another zone such as us-central1-f.
