No, sadly it does not seem to be fixed. It randomly worked for a while but now it has stopped again.

Google Issue Tracker Discovery Engine CompleteQuery returns empty suggestions (v1/v1beta/v1alpha); completionConfig GET returns 404
They seem aware, but there is no clear indication about root cause and what a fix might be.
