the creation was failed because of “Couldn’t find free blocks in allocated IP ranges.”
the replica instance exists with the error, not disappeared.
I changed the private network of master instance from default to another.

I want to delete the replica instance because I cannot update the master instance. But I cannot delete it, so what should I do? my company’s support plan is BASIC, so I cannot get the tech support…
I had given up solve this problem, and left it.
After 48hours, I found the replica was created and the status is normal now.
I did not notice when it is solved, but it took long time.
Now, both instance is under default network.
I tried to change the private network connection of master instance many times, but all attempts were failed by the replica was under MAINTINED.
I do not know how the private network connection of master instance have changed to default from another which I changed to.
Actually, To solve this problem, I tried many things and then I add allocated IP ranges to “private connection to service” named “cloudsql-mysql-googleapis-com” of default network.
Did It affected something of the replica creation??
