Is billing enabled on the project? Sometimes GCP can throw general errors like this if the project isnt linked to a billing account but it’s best practice to check billing is enabled.
Can you stop the VM? If you have any logs that would be good to help troubleshoot but i’d be tempted if it is possible to snapshot the VMs disk, create a new VM instance using the snapshot on a new VPC/VPC Subnet (you’ll have to create this beforehand) and then see if it starts.
Best thing to do is check the logs and that should give you a better indication as to what the issue is.

Hi, could you share the exact error message you’re getting when you try to start the VM? A screenshot of the error would also help.
Without the specific error, it’s difficult to tell whether the problem is related to the VM configuration, quotas, permissions, disk, or the underlying compute resources. Once you share the error details, someone should be able to narrow it down.
