The VM size (n1-standard-1) you’re trying to use is temporarily unavailable in the asia-east1-b zone, where you provisioned the VM before. You can try a few things to resolve this issue:

  1. attempt to start the VM again later, as availability might change;
  2. consider changing the machine type to a different configuration that might be available (especially if that’s urgent)
  3. Move your VM to a different zone where the capacity is available. To change the zone, you’ll need to create a snapshot of your disk, create a new VM in a different zone using that snapshot, and then delete the old VM (if needed)
