I am able to create only 9 active users using Cloud Identity and am unable to create additional users. How can I increase the user quota or create more users without purchasing Google Workspace licenses?
You should be able to allocate up to 50 free identity users. New accounts often have a reduced limit. Try reaching out to Workspace support and asking for the limit to be increased.
