Site Down - Developer Missing

Our site is down and I cannot get in touch with our developer. The credentials I had to be able to do simple checking no longer work.

I am trying to recover my account and site. I know it is hosted at Google, but beyond that I am new here.

I have posted to Billing, but they have 48 hours and I cannot hold my breath that long!

What can I do, where do I start?
