The value of Required IF is false but cant make the column Blank

Required IF = ISBLANK([Returned Date])

but still showing that it is required

I set the column RITM that it is REQUIRED if the Returned Date column is Blank
Then i already input information on the column Returned Date whc make the Returned Date false based on ISBLANK([Returned Date])
But when i click the button to make the value in RITM BLANK, the required is still turn on
