Hello; i have a problem with report expressions

I think this happens because in my sheet there are blank cell,where the condition [ALERT]=x is true but the cells in [RISPOSTA] are blank.

what formula can I use, keeping also those lines with [RISPOSTA]=empty

May I ask what is actually the main issue here? Is it the error message itself or something else?
