Refresh data doesn't work for report viewers in Data Studio

As far as I can tell the refresh data command at the report level doesn’t work for report viewers. It works fine for report editors but an invalid API request means that nothing happens for viewers. You don’t get an error or anything but our testing has shows that the data isn’t refreshed.

Has anyone else experienced this problem? Is it a known issue? Are there any good workarounds?

Current workarounds:

  1. Make users report editors
  2. Use 15 min data freshness instead
  3. Use a button / slider to trigger a refresh instead
  4. Right click chart to refresh data for that chart
