Is it possible to receive notifications based on UserSetting (i.e. User to define their locations)?

I want to develop an app that can be used to notify users of any updates that’s happening on their location/office, but users may change their locations from time to time. I was thinking of if they can have the ability to change their location setting on usersetting, then it would be convenient for the user.
If I want to do this, what can I do?

If you have a users table, you could have that location field there and then use that as a source.
