I would like to be clear in push Notification. I set the email to send push notification to some email. It is not sent to them and they do not get noti. But app owner email is not in the list. I would like to know push noti send back to only app owner until it is deployed. Thank you.

While the app is in test mode , any notifications sent from a bot are delivered to the app creator only.
