I’ve recently started to use Looker (as well as Studio in Looker) and was wondering if there is a way to change the pattern fill of columns (or bars) to be outlined or hatched.
I’m trying to follow the IBCS recommendations for scenarios:
That’s a good question, unfortunately there isn’t support for outlined or hatched patterns in any of the Looker default visualizations.

Is there any way to request the outlined/hatched patterns in the default visualizations? Or to create non-default visualizations with them?
You can submit feature requests from inside your Looker instance as described in this article!
It might be possible to create a custom visualization that does this, but I have no idea how one would go about that.

I don’t see the “Product Idea?”button in my UI, I’ll have a chat with my Looker admins.
It seems that the pattern-fill.js module could be helpful.
