Only one Gmail account is authorizing my Google APP using oAuth 2.0, an error occurs

Our previous five users have successfully completed the oAuth 2.0 authorization process, but only one account (xh****@gmail.com) encountered the error:

This app is blocked

This app has tried to access sensitive information from your Google account. To protect your account, Google has blocked this access.

This message means the affected account has stricter risk-based protections triggered during the OAuth flow. Even if your OAuth consent screen is published, Google may block sign‑in for certain users until the app is fully verified for the sensitive scopes you’re requesting. In **Google Cloud Console**, check **APIs & Services > OAuth consent screen** and confirm the app status is “In production” and verification is complete for all sensitive or restricted scopes. If you’re still in testing mode, only accounts added as test users can authorize. For the blocked user, either add them as a test user or complete the verification process so any Google account can grant access.
