Is it possible to establish a database connection to Snowflake in Looker using RSA key-based authentication instead of a password?

I believe this is planned for a mid-April launch. Keep an eye on the release notes.

Based on this https://docs.snowflake.com/en/user-guide/security-mfa-rollout Snowflake will stop supporting password auth without MFA. No way of doing this in the Looker snowflake connection as of now.

Yes, this launched in the Looker 25.6.17 version. Here are the release notes for that change!
