Issue with Valid_if Constraint

hi in one my columns i have set to capture location…and have set a valid if expression as below

[Location]<>“0.000000, 0.000000”

but inspite of this i am getting 0.000000, 0.000000 as the result in the google sheet…

how can this be resolved

  ISNOTBLANK([Location]),
  ("0.000000, 0.000000" <> [Location])
)
