Yes, you can use any GCE machine type in GKE.

You cannot specify where does your committed GCE apply in your project. As long as you make a commitment for a specific GCE instance type, it will be applied to your project. Now if you use that machine type for a regular GCE instance, Dataflow, Dataproc, or GKE it would not matter. You would get benefit of that commitment
