I paid for 9 licenses, I am getting a warning message

I am facing a related issue with my Deployed App. I paid for 9 licenses, but I am getting a warning that the app will be blocked in the next 3 days because the number of users for the past 30 days has been 13, which is higher than the licenses purchased.

I am requesting a reset of the users to reflect the current list of paid licenses.

I am also requesting a way to purchase additional licenses when I add new users. I tried but could not get an invoice from the system.
