Even though i am a paid account i can’t use T4 CPUs. What should i do to become eligible?

It is my understanding that being on a paid (billing-enabled) account is the first step, but it doesn’t automatically grant access to specialised hardware. Google’s automated risk assessment looks for billing history (usually at least one or two fully paid monthly cycles) and active usage of other non-GPU services.
