This is obviously a Dashboard view.
The first icon, the edit icon, allows for turning on Table QuickEdit for each table view in the dashboard. If any of the views have the Table QuickEdit enabled, that button will be displayed. To eliminate the button completely you will need to turn off Table QuickEdit for each of the Table Views shown in the Dashboard.
The second icon is the Dashboard layout reset button. You cannot disable this button at all. Users are allowed to adjust the Dashboard view however they see fit. Sometimes, they adjust them in such a way that views can get pushed out of sight. Even if they leave the app and come back, the layout is “remembered”. The Layout Reset button is the only way bring all the views back.
