Is there a way to set custom permissions so that a user cannot click the show buttons on the developer app UI page to see the API key and secret?

ALTERNATIVELY: If I set the permission for /apps/* to then the user cannot see the details screen for the app and thereby cannot see the key and secret however is there a permission I can set so that they can see the list of developer apps on the product page because with that permission the list is blank.

I was able to view the api key and api secret on the app details page
