Sounds like then something is working incorrectly because anytime I delete a file, it always asks me if I want to delete it by asking me if I want to cancel or move it to trash (in some cases, it will ask me if I want to go to home since the file is going into the trash bin). Forgive my ignorance, but is it possible the user is not understanding what the pop up is asking then when they do click on ‘move to trash’? And I am also a little bit concerned that the file is also bypassing the trash bin completely since the only files I am aware of that are supposed to do that is the files that are located in “backups.” And for what it is worth, even Shared Drives have a trash bin per https://support.google.com/a/users/answer/12380484.

So next time the user clicks on ‘move to trash,’ ask them if they are even seeing a pop up that comes up and if so, if they can take a screenshot and send it to you so you can ensure that the pop up is indicating the file is going to be placed in the trash bin. Also, if indeed the file is bypassing the trash bin completely, make sure they communicate that to you as well.
