Google Developer Premium - Gemini CLI quota

I have signed up for Google developer premium subscription. I am supposed to get 120 requests per min, 1500 requests per user per day , (shared with Gemini Code Assist). It has been a week. I am hitting my limits at 130 to 200 requests per day not per minute. I sent a mail to gdp-premium-support@google.com 6 days ago, no resolution or any explanation. I appreciate any help.

How to chat with someone from help to resolve this? anyone ever have this problem? Because I am getting 16 hour wait time. My account is linked to a cloud project and it is activated with Gemini for Google Cloud API enabled.

Followed instructions on https://developers.google.com/profile/help/benefit-gemini-code-assist-standard. I did not link any account since it was mentioned on that page

in Gemini CLI /about shows my project name and in cloud console of the project I can see some activities. What am I missing? how to prove to the tech / account support something off and to take a look?
