I have a generated field (type LongText) at the top of a form. In the emulator it show up fine in mobile mode, both new records and editing an existing record:
It also shows up fine in desktop mode when creating a new record. However, when editing an existing record it is missing:
Is this a bug? If it is not a bug, how can I make the field appear?

I assume the missing field is Scope of Work Requirements?
Your description is a bit confusing, you are talking about a field missing while EDITING an existing row which implies a Form View loaded with an existing row, but the second view is a Detail view - it is not used for row Editing.
Additionally, the two views shown are NOT for the same record as denoted by the Created By field. So, its impossible to know if the problem row actually has the Scope of Work Requirements field populated.
DO NOTE: In a Detail View, any fields that are blank will not be shown by default.
I know it says Scanning Details at the top of the second image, but I assure you I am editing a form. (Perhaps that is a bug in desktop mode?)
Note that there is a Save button at the top of image. Sorry I used different record for the two screen shots but there is no show/hide logic.
