By default on google cloud Gemma 4 has ridiculously low limits which are only intended for testing.
But while other models have a way to adjust its quota, there’s no such option for Gemma 4.
I think the timing as important, gived that Gemini 2.5 family of models is being discontinued.
I don’t think this is intended, likely a bug.
