Forcing deletion before the 7 days period and actually delete the logging bucket with Terraform

Hello,

Around terraforming logging buckets, the two following feature requests would help (when destroying a configuration to avoid manual actions and wait time).

  1. GCP feature request to allow forcing deletion of logging buckets without the 7 days period: https://issuetracker.google.com/issues/228086078
