Filter to exclude data from date range messes up Total User count

When I use any of the date options (e.g. Date Hour and Minute) in a filter to try and exclude data from a specific hour from yesterday, this appears to work in that the data disappears from a table with all events listed but it has a strange affect on the count of Total Users. I can see that 5 users accessed the site yesterday but when I add the date/time exclusion (to try and remove the 1 user that accessed in that hour) the Total User count jumps to 23!

Any idea why this might be happening?

I wonder if there is another filter applied on the user count? And perhaps when you change the filter, it replaces the other filter?

It’s probably worth creating a table of users and their login times so that you can see exactly what the filter(s?) are doing.
