Duplicate choice values in multiselect dropdown

I have a table with level(s) entries for 1-9 totaling 9 rows. I have another table that is supposed to take a multi-selectable input based on these levels.

I have that column set as a ref to the level table but when editing in the form I have duplicate values selectable

Has anyone seen this issue or know how to fix?
