Doubts about deply applications

If I want to make the deployment of my application, how each user handles his own information, all point to the same time of excel data? do I have to make a control by user and password? how do I assure the confidentiality of the information?

On the other hand, if I share an application for testing, do we all share the same information?

Thank you very much Steve, I am going to review the document What I require is not so much to restrict data, what I am looking for is that they can use the whole application without any data so that the user can capture everything he needs to do.
