If I do not set the ExpirySettings element in the Populate Cache policy, what is the behavior? Will the cache expire? If so, when?

The question is moot! ExpirySettings is a required field so Apigee will not let you save or deploy a PopulateCache policy without it. This is the error you see if you try to do so.
