Data access verification cannot be submitted — "could not be submitted for verification"

Branding verification is approved, but I cannot submit Data Access (scopes) verification. Every attempt fails with “Your app could not be submitted for verification. The attempted action failed, please try again.”

In the network inspector, the failing call is the updateBrandInfo mutation setting isPendingVerification=true, returning generic error code 3 (INVALID_ARGUMENT), HTTP 400, blank message. Example op: operations/flow/93a2fb9f-6f29-4812-b153-778bd51a5654.

Restricted scopes requested: googlehealth.activity_and_fitness.readonly, googlehealth.health_metrics_and_measurements.readonly.

Already verified/tried: authorized domain verified in Search Console; valid support email; scope justifications + unlisted demo video saved; multiple browsers/incognito/hard refresh; retries across several days; branding verification succeeded after re-saving. No paid support plan, so I can’t open a case. How do I get this unstuck?

This is the exact same issue I am facing, its stopped me cold from launching my app and cannot get a hold of support, if you have any news about this please share. It’s super frustrating!
