My Cloud Run service is deployed on europe-west1, and it’s accessible from all over the world except the Middle Eastern region. It was working fine there until last week. When someone from Dubai accesses the API, it returns a net::ERR_CONNECTION_TIMED_OUT error. I have done some research on this topic, and it seems to be an internet issue.
Is there anything that can be done from Cloud Run to fix this?

receiving the net::ERR_CONNECTION_TIMED_OUT error, suggests potential network connectivity or routing issues rather than issues specific to your Cloud Run service. You have more than on tests to do in order to have a batter understanding of the problem:

Check for Network or ISP Restrictions: contact users in the Middle Eastern region to see if their internet service provider (ISP) is blocking or limiting access to your Cloud Run service.

Monitor and Analyze Traffic with GCP tools like monitoring, logging and tracing.

Check Cloud Run Security Settings to verify if for example there are some security settings with no IP-based restrictions or other settings and traffic is allowed from all GCP Regions.
