We are currently using Network Solutions as our DNS service provider and we are looking into migrating to Google Cloud DNS. Is this possible? If yes is there any tool that we can use to automate the migration from Network Solutions to Google Cloud DNS with no downtime?

Yes, it is definitely possible but I am not aware of a tool to automate the whole process. See the official docs for details. For a more comprehensive overview of Cloud DNS including this use case see chapter 6 of my GCP Network book .
