Can I install Drupal first and then convert it to Developer Portal?

I Just wanna know, can I install Drupal 9 in my OpenShift environment using container.

Then can I built my Apigee Developer Portal on that. Like can I install some themes to connect the Apigee Edge.

I have an On-prem installation.

Can anyone help tried these out.

Yes, that is possible to build Developer portal. However, you need to have few customize steps which you’ll get in ready made the distribution.
