Auto add row key value when use Action Import CSV file

I have Table 1 and Table 2

Table 1 has key column

Table 2 has one column A, reference to Table 1 key column

When I use action Import CSV file to Table 2. If in the CSV file, I mention in the column A new data that are not in Table 1ā€™s key column. Could we then automatically create these unique new data to Table 1ā€™s key column ?

Maybe with a Bot. Iā€™m not sure if Bots trigger on CSV imports though.
