Based on the Troubleshoot conflicts when adding backup/recovery appliances:
If you encounter a conflict when adding a new backup/recovery appliance, resolve the conflict on the appliance that is experiencing the issue. For example, based on the identified conflict you can do the following:> > - Rename conflicting backup templates on the appliance.> - Modify a conflicting backup template on the appliance to add the missing policies or remove the extra policies.> - Modify the attributes in the differing policy (or policies) in the conflicting backup template on the appliance to make the attributes the same.> - Modify the services or rights associated with the conflicting role identified on the appliance to make the services or rights the same.

I followed the steps in the video you sent. However, I created Bucket from Cloud Storage for backup management. When I enter the Backup & DR management console, I get the error I mentioned in the question while adding the onvault storage pool. Is there a guide for MSSQL? Video content is a bit weak. Can you help me?

After activating the Backup and DR service, it takes a little time for the backup appliance to get registered with the management server. If you login right after the management server comes online, you may see this error when trying to perform a task that needs a backup appliance.
For SQL Server, are you looking to restore a SQL Server database from an on-premises datacenter into GCP? If so, is this going into a self-managed SQL Server instance running in Compute Engine, or into a SQL Server instance running in Cloud SQL? In both scenarios, you would not use the Backup and DR service. If you are using a self-managed SQL Server instance in a Windows VM in Compute Engine, then you could use Backup and DR to enable backups and recovery for that DB after you have created it in your instance.
