Alert plan upgrade queston

Hello I just received this message: Time to deploy message
“Alert: Plan upgrade needed, some prototype stage app hace significante user activity (more than 10 users)”

However I am using only 8 users, I don’t know why I got this Alert, anyone have seen this before? What can I do?
