Seems that you have two apps, one is used as a launcher to the other. Your user has been granted access to the first one, and you might want to verify that he has also been granted access to the second app: INTAJAudits-1813454.

Thanks for the reply. He has access for both applications but the issue is persistant.
I found the issue! it was in the authenticator provider selection. Thank you Joseph.
